DEROGA: REAL DECRETO-LEY 16/2001, de 27 de diciembre (Ref. BOE-A-2001-24967 ). Disposición adicional 4.3 de la LEY 24/2001, de 27 de diciembre , y (Ref. BOE-A-2001-24965 ). DEROGA: Apartados 5, 8.1.b) y 8.2 del art. 127 y MODIFICA los arts. 64.1 y 113.2 de la LEY 33/1987, de 23 de diciembre (Ref. BOE-A-1987-28404 ). En cuanto se oponga los núm. 5 y 6 del art. 129.2.b) de la LEY de Régimen local, texto refundido aprobado por REAL DECRETO LEGISLATIVO 781/1986, de 18 de abril (Ref. BOE-A-1986-9865 ). Art.14.d) y párrafo segundo del art.17, del reglamento aprobado por REAL DECRETO 33/1986, de 10 de enero (Ref. BOE-A-1986-1216 ). EL ART. 31.2 DE LA LEY 30/1984, DE 2 DE AGOSTO (Ref.
